Supersedes #2492. I branched off of 2492 to make this branch, so this includes both the db stuff from that PR & the frontend stuff for the compliance summary page
The compliance summary page will now show up at /reporting/reports/{versionid}/compliance-summary.
There is no backend work done for this yet, so the data for the compliance summary is hardcoded for now. The backend work can be done in a separate PR once it is unblocked.
